Officer Snugglewell is an officer of the Cute Cops, an organization dedicated to enforcing the Cute Code. The Cute Code outlines the laws of cuteness, and Officer Snugglewell lives by their dictates.

You see a female, 3'2" white rabbit in a spotless rose-pink police uniform. Her bright blue eyes are large and shiny with long fluttering eyelashes. Her little pink nose wiggles ever so cutely, jiggling the three long whiskers on either side of her muzzle. Her round white buck teeth are polished and cleaned to perfect shiny whiteness, and give her just the most adorable lisp. Her petite hand-paws are white with little pink pads on her six little fingers and two opposable thumbs. In her paws she holds a small pink note-pad and a pencil, ready to jot down any notes or tickets she needs in the pursuit of her sworn duty. Her immaculate uniform consists of a rose-pink jacket and matching pants over a much lighter pink blouse. Shiny pink shoes cover her little feet, rubbery soles giving a spring to her step. A tight pink police hat with slots for her long, erect white ears is bound by a gold band, and prominently features a golden shield on the front with the crest of the Cute COPS. Her petite features may not infer much authority, but that pink plastic ray-gun on her belt might cause some to pause.
Officer Snugglewell was born and raised in the Creche of the Cute Cops police force, in Charmwarp. She, along with her fellow Cute Cops, are dedicated to spreading Truth, Justice, and Cuteness to all residents of the Puzzlebox, including the Mess.
Camp Smile is a Rehabilitation Summer Camp in Charmwarp. It doesn't actually exist as a room on the MUCK, but Officer Snugglewell mentions it a lot when preaching at deviants and criminals. The facilities at Camp Smile will turn anyone without adequate mental/physical resistance into a cutesy~wootsey happy and productive member of society.
I haven't OOCly written up the Cute Code, it's meant to be a complex system of rules regarding appearance, attitude, and action. It basically defines the proper way to do or be anything, and if what you are defies the Cute Code you're sure to hear about it and maybe even get a ticket!
As a general rule, try to be nice, sweet, exaggerated, and in all ways cute. This is the proper way for all sentients to be!
