This is how I heard it. At some point in the pathologically indistinct history of Downwarp, someone decided the place needed more living space. So, a bunch of Rivethearts and Rust Shamans and other generally showy and destructive types came up with.. well, it's probably the biggest urban renewal project the place has ever seen. They collapsed about a dozen floors in some old abandoned 'scraper, and put up signs saying people could move in. And they did. Sure, you have to scrounge your power and every once in a while one of the hammocks from up in the Lofts falls on your place, but... it's centrally located, and just check OUT the view.
Oh, the name? I dunno, someone just spraypainted it along with the map at the entrance one day, I think. It's better than anything I could've come up with, I guess.
